Why SAPS refuses firearm licences, and how to avoid it

Many refusals have nothing to do with the applicant. They come from the paperwork: a blank box, the wrong section, a weak motivation or a missing document.

The common reasons

  1. Incomplete forms. An empty box or an unanswered declaration. A SAPS refusal can be purely administrative, for example "page 6 incomplete".
  2. The wrong section. A self-defence reason on a section 15 hunting application, or a hunting reason on a section 13 self-defence one. The motivation must fit the section.
  3. A weak motivation. A copied template, vague claims, or a need that is not shown. The letter must be about you and your real circumstances.
  4. Missing or outdated documents. Proof of address older than three months, missing training certificates or Statements of Results, uncertified copies.
  5. Details that do not match. A serial number, calibre or name that differs by one character from the dealer's or seller's paperwork.
  6. No valid competency for that type of firearm.
  7. Safe storage that does not meet the standard or is not bolted down.
  8. Undisclosed history. A conviction or case that is not declared. Declare it, with the details; hiding it is far worse.
  9. Late renewal. Lodged after the 90-day deadline or after expiry.

Already refused?

You have 90 days to appeal on the SAPS 530. Read the reason on the refusal first: many can be fixed. See how to appeal a refusal.

This is general information about South African firearm law and SAPS procedure, not legal advice, and we are not SAPS. Where your situation is unusual, a past conviction, a pending case, a firearm inherited from a deceased estate, speak to a firearms attorney.

Frequently asked questions

Why was my firearm licence refused?

The most common reasons are incomplete forms, a motivation that does not fit the licence section, missing or outdated documents, details that do not match, no valid competency, safe storage, an undisclosed record, or a late renewal. The refusal letter gives SAPS's reason.

Can I appeal a firearm licence refusal?

Yes. Lodge a SAPS 530 Notice of Appeal within 90 days of the refusal.

Can I apply again instead of appealing?

Often yes, especially when the refusal was about missing information. Fix what was missing and apply with everything complete.
