PAIA Manual

Manual in terms of section 51 of the Promotion of Access to Information Act, 2 of 2000 (PAIA) · Last updated: 10 June 2026

This manual is published in terms of section 51 of PAIA and is read with the Protection of Personal Information Act, 2013 (POPIA). It explains the records held by the private body and how to request access to them.

5. Other legislation

Records may also be governed by, among others, the Companies Act 71 of 2008, the Tax Administration Act 28 of 2011, the Income Tax Act 58 of 1962, the Firearms Control Act 60 of 2000, and POPIA.

6. How to request access to a record

  1. Complete the prescribed PAIA Form 2 (Request for Access to Record), available from the Information Regulator's website.
  2. Send the completed form to the Information Officer at info@flpsa.co.za.
  3. Provide enough detail to identify the record and to identify you (and your right, where you act for someone else).
  4. State the form of access required and the postal/email address for our reply.
  5. If the request is to exercise or protect a right, state which right.
  6. Prescribed PAIA fees (a request fee and, where applicable, an access fee) may be payable before the record is provided. We will let you know the amount. Requests for your own personal information are handled under POPIA and are generally free.
  7. We will respond within 30 days (extendable as allowed by PAIA), and tell you if a fee or further information is needed.

7. Grounds for refusal

Access may be refused on the grounds set out in Chapter 4 of Part 3 of PAIA — for example to protect another person's privacy, third-party commercial information, confidential information, or where another law forbids disclosure. We will give written reasons for any refusal.

8. Remedies / complaints

If you are unhappy with how a request was handled, you may lodge a complaint with the Information Regulator, or apply to court as provided in PAIA.

This manual is available, free of charge, on our website at flpsa.co.za/paia.html and on request from the Information Officer.
